The President's Ambitious Statement on US Oil Funding in Venezuelan Faces Expert Skepticism.

Market specialists have expressed considerable skepticism regarding recent claims that US oil giants will quickly invest tens of billions of dollars to revive Venezuela's broken production facilities.

Demand for Solid Protections

Without an solid promise of full reimbursement from the Washington, analysts expect global energy giants to proceed with significant hesitation.

“It would be premature to speculate on any potential investments,” an official commented this weekend.

The aggressive timeline of less than a year and a half has been boldly suggested. However, realistic assessments paint a different picture.

A Likely Outlook

“Chances are going to take three years for any significant output increase,” commented one chief investment officer.

The analysis indicates oil companies would likely spend:

  • Year one: Navigating new government and security contracts.
  • Year two: Investing in overhaul of infrastructure.
  • Year three: Starting to boost output.

This would lead to an increase of around half a million bpd possibly by the end of the decade.

Interest vs. Readiness for Investment

There is a key distinction between companies' curiosity and their willingness to spend heavily.

“In my view their attention is an eight, on a range of one to 10. However, their readiness is a much lower, because there is no clarity yet.”

Experienced diplomats in the country echo this view. The thinking is that companies will publicly express enthusiasm while in practice moving with great care.

The Colossal Investment Required

The required investment would be vast. Research analysis suggest that adding between half a million and a million bpd would require in excess of $10 billion in capital spending over several years.

But, returning production to previous levels of around 2.5 million bpd could require a monumental $80 billion to $90 billion over six or seven years.

The Unanswered Issue of Federal Guarantees

The prospect of oil giants being reimbursed by the US taxpayer has been often floated. However, concrete details on such a mechanism have so far not been announced.

This lack of a solid plan is the primary factor for the sector's caution. Companies seek guarantees against sovereign risk and the risk that a subsequent administration could renege on any agreement.

“They must be protected from political change, that we’ve seen in Venezuela previously.”

Ultimately, while political optimism runs high, the operational realities suggest a journey of measured steps for potential large-scale venture in the country's oil sector.
